GO, Joe P,

I have pretty much concluded that the problem must be in my browser. Joe, I am using Safari. If you have any  wisdom to share, light me up[. I have diddled with my preferences but still can't get the quote function to work; but it works fine on DD.

Troubling-- but I hope it's the worst thing that happens to me.

I can tell you what works for me on my very mature IPad with Safari.  I click "Quote". After doing this, a red bar that is titled "Quick Reply" with a plus sign (+) to the left appears at the bottom of my screen. I click on the (+)...sometimes twice. Then a frame opens with the complete quote in it. I can then add my comment below the quote in this frame and post the complete reply.
